Ten days before the election, during the first week of September, a late Santa Rosa storm unleashed its force on Buenos Aires and floods took in Independence dimension catastrophe. Slums counted three hundred millimeters of water for several days. Eight hundred families were evacuated. In the middle the water entered the business and ruined merchandise. An old woman and a boy were electrocuted by a fallen power line by the storm. Independence firefighters were not prepared for so much, and rescue operations were hampered because the main streets of the city could only be traversed by boats or makeshift rafts.
Saldivar had intended to keep poor management where only make things more or less well. But such a strategy does not include prevention, or the allocation of resources to emergency situations. Mediocrity does not plan to unforeseen responses, and this storm was not expected of anyone, at least in the town of Independence. Given the confusion and ineptitude that showed not only he but all his administration, Saldivar made a mistake. Looking disengage from social rejection and safe Perida vote, he made one swipe of drowning: reported that the chaos created by the flooding was due to a move by his opponent, before the impending storm, during the early morning rain had sent flood drains and sewers, garbage bags covering them with the deliberate intention that no matter what finally happened. The occurrence of Saldivar had a precedent in his own political career. But in this case no one believed that the ravages of those days were the result of a dirty maneuver opposing candidate. While Saldivar implausible excuses like, Franco Mesa took to make acts of solidarity with the flood, distribute and advertise mattresses and infrastructure.
